The film is based on an award-winning novel by Catherine Hernandez, who herself grew up in Scarborough. Directors Sasha Nakhai and Rich Williamson are also very familiar with the district, and have adapted the novel in collaboration with Hernandez.

Scarborough, which bears similarities to The Florida Project (2017), is a first-hand story about the vulnerabilities of growing up. It is not only an observation of the challenges faced by children at home and at school, but also an optimistic contribution to the discussion about adapted teaching and social differences.
